The WPI-8 — The Roofing Inspection Most Corpus Christi Homeowners Have Never Heard Of
The WPI-8 (Windstorm Protection Inspection) is a TWIA-required inspection performed after roofing installation or replacement in TWIA windstorm inspection areas — which include Nueces, San Patricio, Aransas, and other coastal Texas counties. The inspection verifies that the installation met TWIA-approved methods and materials standards. Passing the WPI-8 results in a certificate filed with TWIA that establishes windstorm coverage eligibility for that property.
The critical issue is that many Corpus Christi homeowners — particularly those who reroofed after Harvey — had their roofs replaced without the contractor coordinating the required WPI-8 inspection. These properties may have been reroofed but have no current certificate on file with TWIA, creating a windstorm coverage gap that is only discovered at claim time.
Who Needs a WPI-8 and When
Any property in a TWIA windstorm inspection area that undergoes roofing installation or replacement needs a WPI-8 inspection afterward to maintain windstorm coverage eligibility. This applies to new construction and reroof projects alike.
- New construction — Any new roof installed in a TWIA windstorm area requires WPI-8 inspection before the structure can be covered by TWIA windstorm insurance.
- Full reroof or replacement — Any project where the existing roof is replaced requires a new WPI-8 after completion. The prior certificate does not carry forward.
- Partial replacement exceeding TWIA thresholds — Partial replacement projects that exceed TWIA's defined thresholds also trigger the WPI-8 requirement. Your contractor should advise you on whether your repair scope crosses this threshold.
If your roof was replaced after Harvey and you are unsure whether a WPI-8 was completed, check directly with TWIA — not your former contractor. TWIA maintains the certificate database.
What Happens If You Don't Have a Current WPI-8
A property without a current WPI-8 on file after reroofing may be ineligible for TWIA windstorm coverage on that roof system. This means that if a hurricane damages your roof and you file a TWIA claim, TWIA may deny coverage on the grounds that the roof was not installed to approved standards — as evidenced by the absence of a WPI-8 certificate. The financial exposure in this scenario is the full replacement cost of the roof without insurance coverage, at a time when contractor availability and pricing are worst.
